There are no rules to prevent that students expelled.

The thing is that the driver can not really be sure at times whether the students actually lost your card or not. Sometimes, students are ready for another card (the MTA against the policy), so that they are not the card of the day, so you lie and say that you lose your card, they can go it alone.

Sometimes other people who lost no students who claim that the map and win a trip to try.

And at school, students who say they lose their Metrocard, students must pay taxes like everyone else.

In general, however, to let the MTA staff to use discretion, but especially on the side of workers, the MTA and the student, so many people trying to cheat their way, and a free ride on the city.

One might think, is not it?

But my daughter told me that students often started his bus because he had lost her MetroCard. They never had this problem since the 2 times that you have lost it, she asked for money for the bus because she was so frightened that he started. But she insists she has seen this happen several times.
